Abstract
Two blocks of tourist services market state regulation and management are proposed. Institutional and legal block are suggested to implement by the development of the regulatory framework of tourism business, strict regulation government authority, improvement of government organizational structure to provide state support for tourism. Socio-economic bloc offered to implement by enhancing the financial and investment support of tourism development, involvement of tourism enterprises to carry out public contracts for the supply of services, promoting the attraction of foreign investments. It was determined that the main ways of realization of the state policy in the field of tourism is the licensing, certification and control of tourist services. These vectors are realized by network of state bodies, which provide realization of state policy in the field of tourism in a certain direction
