Abstract

The concepts of “strategy” and “strategic personnel management” are reviewed, the main approaches to defining their essence are described, summarized and systematized in the context of three accents of interpretation: main lines of action, plans, intentions for achievement of assigned objectives; a set of basic principles, rules aimed at the formation of a complex of requirements for personnel and the level of efficiency of its work; the process of implementing a strategy or strategy set. Based on a study of modern approaches of domestic and foreign scientists, within which the strategy of personnel management is viewed from several directions, the author’s interpretation of the wording “strategic personnel management”, which is defined as the general direction of actions to create a unique and advantageous position of an enterprise in personnel work is presented what is expressed in the complex of means, measures, methods based on the principles, criteria, rules of decision-making in the process of the sequence of actions; deadlines to achieve the results that guide the enterprise in setting priorities, both in relation to the mission of the enterprise, and in relation to the need for timely response and identification of current and future changes in the external environment. Using modern approaches to strategic personnel management, the author highlighted the stages of the development of an enterprise personnel management strategy.
