Abstract

An objective necessity is found in the conditions of postindustrial development of the society of the formation of an innovative national economy. The current state of the innovative potential of Ukraine and the effectiveness of its use as prerequisites for the formation of an innovative national economy are estimated. The country is assessed on the human development index (development of human capital), the reasons for the country's low position in the world rating have been determined. The relationship between the development of human capital and the effectiveness of innovation has been established. The essential characteristics of research and technology parks as forms of innovative economy are determined. Established the place of human capital as the prerequisites for the effective development of research and technology parks. The influence of research and technology parks on the formation of competitive human capital is determined. The need to assess the impact of research and technology parks on the migration of human capital and its redistribution across the regions of the country is suggested
