Abstract

The investment strategies of the national economy based on program budgeting are considered, which is the result of public investment management system, integrated into the budget process. The main areas of improvement are defined: improving the quality of project proposals, the introduction of economic analysis and more transparent decision making process, the formation of an interdepartmental commission to select projects, ensuring consistency finance ongoing projects. The conditions of synthesis software investment and budgetary processes are offered: the introduction of strategic planning of public investment; harmonization of approaches to the evaluation and selection of proposals for financing investment projects; improving organizational aspects and transparency projects; a centralized system for coordinating the management of public investment and quick and objective evaluation of projects; increasing the share of public investment projects implemented on schedule; improving the quality of public services and the effectiveness of public investment while ensuring a more rational use of resources; institutionalization of project management and monitoring public investments; publication of inspection reports on the implementation of major investment projects and annual reports on the implementation of the state investment plan and the results achieved.
