Abstract
In the article the concept of innovation cooperation between the EU and third countries is presented. Particular attention is paid to the peculiarities and the areas of cooperation with countries characterized by low level of social and economic development. On the example of Palestine there are addressed mechanisms of endogenous and exogenous factors of innovative development through international cooperation that will enhance its effectiveness. Based on statistical and literature analysis there were identified causes and factors braking innovative development of Palestine as a country that was a point of intersection of most socio-economic and political problems of society. The basic conceptual directions of further development of innovative cooperation between the EU and Palestine are pointed out, namely the creation of institutional mechanism of innovation adjustment, increasing participation in various international research programs, joint coordination of scientific and technical research, innovative co-operation, mutual business tripping experts, networking support innovation etc., which are relevant to other countries with a low level of development.
