Abstract
The analyses of performance of the local budgets has been done during January-October 2015-2016 years. The problem of the functioning of the mechanism of the redistribution of funds in the local budgets has been identified. The reasons of default the budget have been found out. The mechanisms for stimulation the local government authorities depending of updates the parts of their budgets have been developed. The directions of the strengthening the financial base of the local government authorities have been created.
