Abstract
Theoretical issues of interaction axiological systems were investigated that provides a dynamic basis for the formation of social reality and metaphorical structures that are universal, not only the language, but also a cognitive phenomenon, a way of thinking and means of forming a picture of the world. The value of information is not formed in the process of preparing and publishing, and in the process of applying. Due to the existing metaphorical potential there are new opportunities for the formation of an adequate understanding of the subject of evaluation. So the metaphor is one of the most important ways to increase the informational value.
