Abstract

It was founded that: II are important components of national innovation systems (NIS), which influence not only the innovation processes in the countries but also the parameters of their socio-economic development. Determinants of the ІІs development can be divided into eight groups, which are formed by probable combinations of available alternatives for the three criteria: «Source of origin», «Managemant» and «Specificity»; the most important for IIs development are the following determinants: formal institutions that contribute to the development of innovation processes, the innovation potential of national economies, the level of development of the general infrastructure, macroeconomic stability, the material resources of the structural elements of AI, the architecture of AI, their controllability, etc.; there are three universal models of IIs development (focused, diversified, spontaneoused), which differ in terms of the state’s participation in the process of creation and development of II, the volume of necessary investments, development logic, etc.; there are two groups of effects (static and dynamic) of IIs development. Results of this investigation can be used in the process of IIs strategy development creation.
