Abstract

The analysis of trends in the development of intellectual potential in Ukraine is carried out and the factors of influence on economic growth and increasing the competitiveness of the country's economy in the conditions of its formation are determined. The article discusses the development trends of the country's intellectual potential. To identify problematic issues related to the development of intellectual potential, we analyzed the statistical data of the State Statistics Service of Ukraine and studied the structure of financing of internal costs for research and development by sources. The positive dynamics of the increase in the volume of capital investments in research and development was revealed, which allowed us to conclude that the state and enterprises are interested in modernizing, updating their fixed capital and participating in innovation. In order to more fully assess the trends in the development of intellectual potential, comparisons of innovative activity of Ukrainian enterprises with other countries of the world have been carried out. It is established that a negative effect on the development of intellectual potential has a tendency to reduce the number of organizations performing research for the analyzed period. The uneven distribution in Ukraine of the number of scientific organizations by region was also revealed, which also cannot have a positive impact on the formation of the intellectualization of the national economy. As a result of the study, there is an insufficient level of funding for research and development, a decrease in the innovative orientation of enterprises, which leads to a reduction in scientists and an increase in unemployment in the state, thereby reducing the country's intellectual potential. The decrease in the development of the country's intellectual potential can also be explained by the slowdown in economic development and the unstable political situation in the country. Thus, it is necessary to increase the level of development of intellectual potential, which in the future will ensure Ukraine a worthy place in the world community and a way out of the crisis.
