Abstract
This article deals with the problem of the delimitation of the sea border between Ukraine and Russian Federation in the water area of the Sea of Azov and the Kerch Strait. The author observed different studies about this problem and listed some of its aspects which should be investigated in detail. It is attached special attention to the Ukrainian-Russian negotiations about sea border. The content of the bilateral treaties is also analyzed. There are four periods of the delimitations of the Ukrainian sea border: 1) 1991-1996; 2) 1996-2004; 3) 2004-2010; 4) 2010-2015. In 1990-1996 there weren’t any negotiations because Ukraine and Russia concentrated on the establishment their own political, economical and military systems. During 1996-2004 special working groups and commissions were created to discuss the border problem. Ukraine refused to form “the common borders into the Commonwealth of the Independent States” but supported the idea of “the strategy partnership” with Russia. In 2004-2010 the contradictions about delimitation of the sea border were increased. The period of 2010-2015 were characterized by following events: the measures to reach compromise in 2010-2013 and the annexation of the Crimea by Russia in 2014. The author analyzed the declarations of the politicians and the international situation which influenced on the negotiations about delimitation of the Ukrainian-Russian sea border. These negotiations were depended from the foreign policy orientation of Ukraine, from the politization of this problem in Russia. Many factors prevented to resolve the delimitation problem such as the great transport opportunities of the Sea of Azov region, massive oil and gas deposits there, geopolitical and military importance of the Kerch Strait. In the conclusions the author analyzed the present state of the delimitation of the Ukrainian sea border.
