Abstract

The article objective is to study the institutional and administrative status of a head of the state power and local self-government structures at the present stage of the Ukrainian state creation. Methods. They used the following methods: methods of theoretical generalization and comparison, methods of analysis and synthesis to specificate the notions of «head», «competence», «leader». Results. It was determined on the basis of the research conducted that the head of the structures of state power or local self-government has to be a qualified functionary who supports the system of public administration in a stable and effective state, and, therefore, has to keep to improve management tools and skills. Scientific novelty. The basic personal, business and professional treats of a public institution leader were sounded. Practical value. The results of the study aimed at optimization of personnel policy, which would correspond to modern political, economic, social realities.
